Excellent thanks Ian,

I added a few more links and adjusted headers. I mostly want to be sure we
thank everyone who provides feedback on the release candidate.

The "unsupported" update had a blank for who the contact person was. I
reworked the sentence to indicate it has been started.

I have not been linking directly to jira issues, instead trying to reword
to indicate what has changed (rather than what the problem was).

As an example:

> [GEOT-6362 <https://osgeo-org.atlassian.net/browse/GEOT-6362>] - Don't
> ignore "m" value when reading shapefiles

Is much better expressed in your pull request:

Adds ability to read in Measure values from shapefiles. There are 3
> variants of each geometry e.g. POINT, POINTM and POINTZ. Z values always
> carry an M value. These changes allow GeoTools 23.0 to read in and handle
> these M values when present.
