It appears as if repo.osgeo.org is having trouble ... with any file over 16 MB bring interrupted.
The osgeo ticket is here https://trac.osgeo.org/osgeo/ticket/2724#ticket So far we have confirmed that nexus is working, and it is the nginx or other configuration cutting off larger connections. So yeah service is interrupted, any builds or github workflows will be affected today. -- Jody Garnett
