When it comes to OGC APIs, this means we can only rely on finalized standards. OGC API Features core and CRS are final, but GeoServer also exposes CQL2 filtering, which is not finalized yet. Other services are finalized as well (tiles, processes) but our implementations are either not up to date (tiles) or completely missing (processes). Long story short, right now, we could move parts of OGC API Features to extension, but we'd also need to make the CQL2 filtering optional. While feasible... a feature service that has no filtering support seems of little value to me, I would not invest time in that direction.
