I've just openend a [draft] PR that adds Dependabot configuration to
keep any workflow actions across branches up-to-date (ie without
backporting needed)

I've not used this kind of config before but according to the docs it
should work
Please review and share your thoughts, perhaps discuss during the PMC
meeting (I will not attend); an update of the release procedure would be
needed to add the new stable branch to the config and remove the EOL
branch. (the dependabot config in any other branch than the default is
ignored)
