No - raster formats are available through a different API, called
GridCoverageExchange in geotools 2.1.1
2. Can I extract features from the Raster Images ?
You could, there are publish techniques, but right now geotools does not have
one. Note most of them involve doing a threshold on the raster and then doing
edge detection then starting at the right and shooting as ray until you hit an
edge, and then walking around the edge until you are back where you started.
There are other scanline based techniques - consult a refernce book like Floey &
van Dam (book is Computer Graphics Prinicples and Practice).
3. Can Anybody guide me - with code /snippet for Raster images that they
have already worked on .

I think we had difficulty understanding your question - and having a subject
line on your message really helps.
If you can hunt down (or create) some raster to vector conversion code please
let us know. I had some when I worked at a commercial company, but have not
bother to write it again.
