It's an alias for Equirectangular. According to MathWorld, equirectangular == Plate Carree and both have a standard parallel at the equator. Snyder supports this by saying the Plate Carree has a standard parallel at the equator, but he never mentions the equirectangular name. (Snyder also notes that Plate Carree is also called the Simple Cylindrical projection).
