I would be happy to put some of my own time towards this, and geowidgets seems to to be the place to do it. geowidgets already has a nice picture of what he wants build, and in so much as it is a port of the uDig rendering
set up I can confirm that it is a stable flexible design.

uDig? http://udig.refractions.net? To be honest we're looking to move
gui functionality out of geotools itself, into either the geowidgets
project or udig.  The best right now for you I think would be to dive
into the udig framework, and do your customizations there.  It's built
on eclipse and geotools, and made for tweaking and expanding upon, with
a nice plug-in architecture.
