merging this jpeg with your own data is the trick and of course GeoTools is one tool set that would help as would uDig, Jump, SVG, … It just depends what you need at the other end. Do you want a view only rendering or some kind of interactivity.
Thanks for all your tips. I just need a view only rendering. I am currently using geotools and would love to stick to it for a while. Can you point me to how to do this in geotools. I want a topological map in background and some features over it.
