PanTool was written independently of StyledMapPane. I believe that the original auther is no longer
active. I'm not sure that we can be of much help on this topic.
Basically, everything in "module/legacy" or "module/migrate" is not supported. We are in the process
of moving their functionality to "ext/go" (a refactoring of StyledMapPane according GO-1
specification), but it may take a while before it get ready, since I didn't had the time to work on
it since a few months.
