Label placement code definitely made it's way across, since we're using it in GeoServer. I think it's just a matter of setting the stuff properly.

Anything we set there is also able to be set in code, as we're using GeoTools all the way.

recalculated each time you re-render.  I assume that there is some
variation that is causing them to be rendered in a different

attempts to draw the labels so they don't overlap and so that the
same name (on separate road segments) are not duplicated.  When you
pan many of the parameters are changed.  I'm afraid that it is not an
easy problem to solve.
