Not sure if it will help, but what happen if the ~/.m2/repository/org/geotools/ 
directory is deleted 
before to run "mvn install" (just in case there is some corruption)? You may 
also try to delete 
~/.m2/repository/org/apache/maven/ directory (a somewhat brutal way to get 
latest Maven plugins).
