I'm wondering if the area of validity of each projection
could be used to solve your problem. The area of validity is available 
only for projections coming from a real EPSG database (not the wkt 
provider then), and moreover it's just a bounding box, so it may not
serve your purpose... A better solution would be to find a shapefile 
with a polygon for each state plane zone, maybe USGS has one.
