As I recall it is kind of a combination of a GIS format and a CAD format 
right? That is the style information is included
with each "feature".

If you wanted to pick up that datastore and include it in the geotools 
"unsupported" section and work on it you can; you may
wish to contact the author and see if they have any plans. (I seem to 
recall helping wendy work on them originally)

I do not have any specific suggestions for speed improvements; although 
as I recall the records may be fixed length and thus an spatial index 
could be created for them?
