Hum, web app... did you have a look at Geoserver? I've had a cursory look at your attempt and I have both bad news and good news for you: * what you're trying to implement is a kind of a "join query" between two feature types, something that's not implemented at all in geotools. * you can achieve your goal by runninbg a Query against towns in order to extract the town boundary, and then run a second Query on filters that uses the boundary as a result.
