I keep trying to build one :-)

Deegree has some code, I was not able to get it to work at the time. 
GeoAPI has had some donated interfaces for a while, but Gabriel is 
finally putting them on their feet with a parser etc.

I would talk to Gabriel and propose a collaboration :-)
