I reproduced the problem on my machine for EPSG:21781. Geotools know about
"Scale factor" parameter, but not "Scale factor on initial line". Before to add
an alias, I need to check if it is really the same (does anyone know?)
I checked that "epsg-wkt" defines a EPSG:21781 CRS, and the "epsg-wkt"
definition uses "Scale factor" instead of "Scale factor on initial line", which
is probably why you get it working.
