I verified that EPSG:31251 and 31259 are already recognized by Geotools
2.4-SNAPSHOT using the "epsg-hsql" factory. It should work for Geotools 2.3 too,
using "epsg-hsql" again.
Do you need them in "epsg-wkt" too (for example if you are using Geoserver
version prior to 1.5)? If so, would it be possible to temporarily add those
strings in your local copy, given that we may delete this module in the next
Geotools version?
