Download http://udig.refractions.net/ it uses geotools and can view a shapefile.
If you want to do it yourself have a look at this tutorial - http://docs.codehaus.org/display/GEOTDOC/02+Example And replace the WFSDataStore (used in the example) with a Shapefile datastore. I gotta say that GeoTools is mostly about working with shapefiles rather then viewing them :-) While it can draw shapefiles into a BufferedImage usually you need to put the parts together into an application yourself.
