Geoserver does all of this already. Maybe you can install it alongside your app, and have your application act as a client? Or maybe you can use OpenLayer or MapBuilder or MapBender as a client and be done with it (this depends on your requirements, just mapping from a postgis database and query it's something Geoserver + MapBuilder can do out of the box).
