The NOAA link above uses NAD83 or NAD27 datum. The EPSG:32632 code given by
Andrea uses WGS84 datum. You need to know in which datum are your UTM
coordinates ("UTM zone 31" is not enough - there is many "UTM zone 31" using
different datum), and in which datum you want your target coordinates
(8.8452338°N, 7.4911148°E is not enough; the same geographic coordinate may map
many different places on Earth depending the underlying datum).
Tries the NAD83 datum; it is close to WGS84.
