No. And I think you got the history upside down. JTS copied the
stuff from Geotools, not the opposite, as far as I know (either
way, a copy it is).
For the bugs I fixed myself, I tried to push the changes toward
JTS too.
If I was the Oracle datastore mantainer, I would be very concerned
to use the JTS code because of lack of control... if there is any
bug, I can't fix it and have a JTS release quickly. I would not
possibly wait next JTS release, since that would mean waiting 6+
months given the JTS release frequency. That would turn the
Geoserver (very limited) ability to patch some Oracle datastore
issues into a completely unworkable thing...
Compare this with geotools, where a release is pushed out each
time a (big) user project needs it.
