Hi, I'm not an expert on this, but I think you should try and use GeoTools 2.3.1: http://geotools.codehaus.org/2.3.1 API http://javadoc.geotools.fr/2.3/
You probably have to write your own methods to read the csv or text files and generate the correct objects from the values read in. These will be geometries or features or something. You probably then need to stuff these into a special collection and then use something like ShapefileWriter. Others know better than I. There may be an demo or example for what you want.
