There is javadoc for a few GeoTools version here, but it doesn't include 2.1.

The oldest one we have is 2.2. Maybe it is close enough, I don't known...
For every classes with a "@author Martin Desruisseaux" javadoc tags as prime
author, you can rely on the "@since" javadoc tag. Every new methods should be
clearly flagged with a "@since 2.2" (or 2.3, or 2.4, etc.) javadoc tag. So by
browsing the documentation, you can see what was included in GeoTools 2.1 and
what was added later. Classes by other authors are not garanteed to follow this
line however.
This should apply to the following packages:
- org.geotools.metadata.*
- org.geotools.referencing.*
- org.geotools.widgets.swing.*
- most of org.geotools.util.*
- part of org.geotools.coverage.*
