I just have an evil SLD trick for you; make an graphic that 20x1 in 
dimension with a pixel on the far left side; and apply it to a line 
symbolizer.
In general (to avoid these kinds of problems) you can make use of scale 
hints; have one layer of roads captured as line work when zoomed far 
out. And a second layer with double line roads to display along with 
your buildings when zoomed in.
