The JTS project does not upload jars and source to the maven 
repositories - that is something the GeoTools community does everytime 
we upgrade; and even then we often do not upload the source code 
(because it involves a bunch of grunt work). I think we are up to JTS 
version 1.9 or so ... perhaps the difference between that and the 
javadocs you found explains the poor explanation?

PS. I have CCed the developer of JTS (Martin Davis) who is a co-worker. 
At somepoint we were going  to help him switch to maven (or at least 
maven-ant-tasks) but he is resisting :-)
