I'd say 2.5.x There are significant API changes indeed, and the 2.4.x series is dead, so if you find a bug there, you'll be on your own, whilst on 2.5.x you still have a chance (especially if the bug affects GeoServer as well, given that 2.5.x is maintained mostly by GeoServer developers).
