Hi Vicky, I'd also be interested in this. I don't think it's available in geotools presently. What sorts of data are you working with ?
There are some nice k nearest neighbour algorithms published for indexed spatial data that could be implemented, but before trying this we should wait to see if anyone else on the list can point you to an existing implementation.
