It depends how you are using geotools in Netbeans...

If you are using geotools jars in a normal java project, go to
Libraries in the Tools menu to open the Libraries manager. There you
can specify the folder containing the javadocs as well as the geotools
sources if you like.

If you are using Maven in Netbeans then you right click on a geotools
jar in the Libraries section of your project (Projects window) to get
a pop-up menu to add javadocs or sources.  Unfortunately, the geotools
javadocs are not in the maven repository so you can't download them
:-(  You need to have the jar or zip file of javadocs for the jar
locally.
