Yes the issue seems to be similar to the issue that in mentioned in the
below thread. 
I have the same working now when a provide an EPSG code.

Example:
CRSAuthorityFactory   factory = CRS.getAuthorityFactory(true);
CoordinateReferenceSystem crs =
factory.createCoordinateReferenceSystem("EPSG:4326");

But somehow the same is not working if I created the CRS from a WKT.
Like:
Hints hints = new Hints(Hints.FORCE_LONGITUDE_FIRST_AXIS_ORDER,
Boolean.TRUE);
CoordinateReferenceSystem crs =
ReferencingFactoryFinder.getCRSFactory(hints).createFromWKT(wkt)

Any inputs on why the same is not working when I use WKT. I tried
setting up the System property as well like:
System.setProperty("org.geotools.referencing.forceXY", "true");

Even this does not seem to work.
