I assume you are working with GeoTools 2.5x, in which case you can do
as Ian suggests.  However, if you are working with version 2.6, where
the code has changed, have a look at the JMapPane.setTransforms
method.

As Ian implies, there is no one "correct" behaviour here, rather it
depends on what you want to happen when the component is resized.  For
JMapPane in 2.6 we could add a flag, with getter and setter methods,
to hold either the map scale (zoom) or the map extent constant.  I'd
be interested to hear if people think this would be useful or not.
