you probably want to take a look at Eastwood Charts [1]. But it is perhaps 
easier using GeoServer [2] which is based on Geotools with the chart extension 
[3].

Hi,
I'm a beginner with geotools. I'm looking for a way to show bar/pie charts
on a map. The charts are created using demographic data from a separate
csv file and can be matched up with the regions on map using FIPS code or
state name. Plz help.
