Michael,

The labels that appear next to the contour lines are transformed/rotated to 
have the bottom of the numbers/labels parallel with the lines.  So if you had a 
contour line going at a 45 degree angle the number would be rotated so that the 
bottom of it sits around 5 pixels above the contour line.

Harder to explain then to show ;-)

If you look at a contour map.  The numbers follow the contour but are not 
upside down.
Does the Acetate Layer or equivalent exist in geotools?

do you mean that the label doesn't follow the contour line in the
manner that roads and rivers are usually labelled ?
