Hi Marco. I did a lot of work on the style interfaces and implementation for 2.6.x - some of this was cleaning up information that geotools "was just making up" such as the title "Default Styler". You will notice that getDescription() is new and captures the human readable stuff like title and abstract.
So yes this is intensional; there will be no title until you provide one.
