Unsupported modules are those that have not yet met all of the GeoTool criteria for usability, test coverage, docs, IP etc. to be included in the standard distribution (with the exception of the gt-swing module which manages to sneak in). Another criterion is a module maintainer: at least one person who makes a (hopefully) long-term commitment to looking after the module's further development, fielding issues and questions and so on. The WFS module is presently lacking a maintainer (see the recent discussion about this in the list archives).
