This one is for the user list; usually you can arrange what you need by issuing 
multiple feature type styles; and use that to isolate the features you want 
drawn "on top".
This is often used to make a wide line for "Selected" roads; and then draw all 
the roads in a narrow line - resulting in roads that look "selected".
