You can generate such a file if you redirect the output of the
following quick and dirty code...

Set<String> codes = CRS.getSupportedCodes("EPSG");
for (String code : codes) {
    try {
        String epsg = "EPSG:" + code;
        System.out.print("*****" + epsg);
        System.out.println();
        System.out.println(CRS.decode("EPSG:"+code, true).toWKT());
        System.out.println();
    } catch (Exception ex) {
        // nothing
    }
}
