I'm trying to get geotools to read: http://mapserver.nationalatlas.gov/natlas/capabilities.xml
This starts with a request to: http://nationalatlas.gov/natlas/capabilities.xml?REQUEST=GetCapabilities&VERSION=1.3.0&SERVICE=WMS since that returns a version 1.0.7 that is not in the list of Specification list, negotiateVersion() issues another request to: http://nationalatlas.gov/natlas/capabilities.xml?wmtver=1.0.0&request=capabilities The service returns the same response (1.0.7) so geotools gives up.
