We are not choosing that jar version, it comes as a dependency
from batik-transcoder:

Batik 1.7 is also the latest release. I have no idea if Batik is going to
work fine with a more recent version of xmlgraphics-common, it may
indeed cause problems as Batik and the fop version needed
by it were not built against it
