Hello, There is no inherent scale. The term scale really only has meaning when related to a display (screen, printed, or whatever). So a shapefile doesn't contain a context-free "scale" value.
I should qualify that statement: sometimes people do talk about a "coarse scale" or "fine scale" data set. In such cases they are really talking about spatial precision (and possibly accuracy). Or you might see statements such as "not suitable for use at scales finer than 1:25,000". What is it that you are trying to do ?
