You can post it to the GeoTools "issue tracker"; here is the instructions in

(I recently update that page with pictures; and what I hope is an amusing

Right now we are getting near the annual "FOSS4G" conference; so it would
really help to include a patch + test case as part of the feature request.
Things settle down again after September (of course a patch always helps).
