I can now compile and run at the Windows command prompt.
I had to remove the quotes at the end of the exec command:
mvn exec:java -Dexec.mainClass=org.geotools.tutorial.quickstart.Quickstart
In used the pom below.

Unless you modified the source it should be in ...\org\geotools\tutorial folder.
