The form of the cost function is specific to your use case. It might
be simply Euclidean distance, or some function of distance and
attributes of the source and destination nodes (which may in turn be
constant or varying).

I think you need to study the algorithm a little more. Also, as Jody
suggested, the test sources are a good reference too.
