The 2.7.x series should have some support for wms 1.3, but afaik it still
received light testing (I've only tried 2-3 servers and make fixes
accordingly).
The changes have been committed June 18, see if there has been a release
since then, otherwise you'll have to checkout the 2.7.x sources from
svn and build them yourself
