Yes it would be; the parameters is relatively new and open source acts as a 
crowd sourced QA technique :) 
Please report the issue in our issue tracker (preferably with a patch?) or we 
will forget again.

Not sure; it was waiting for some functionality to be added to JTS (basically 
the ability to do 1/2 of a buffer operation). As far as know that work from JTS 
is now available. So I am not sure the final hook up has been done; or if it is 
just waiting for funding or volunteer.

Patch would be great! And I bet you *could* write support for the offset. We 
have the concept of a process to transform a geometry prior to display; and it 
is a "simple" JTS method ... and there is a tutorial about how to write a 
process 
(http://docs.geotools.org/latest/userguide/tutorial/advanced/process.html).

This would allow you to experiment with the idea and we could use what you 
learn to direct a change to the renderer.
