It's from a company called Interactive Instruments (http://www.interactive-instruments.de) in Germany. I'm not sure if it makes sense that geotools will support it, as i don't know if it's widely used. But it will be the product that serves some of the geographic base data of lower saxony. Just a hint: During my tests i also tried some ready to use WFS-Clients. No surprise that uDig also failed in parsing the data. On the other hand the Gaia Client was able to parse the data from our Server. If i will find time i will come back and have another look on a special WFSStrategy.
