I guess the short answer is "no".
OpenLayers is a client-side JavaScript library for working with maps. (I
have some experience using this, and highly recommend it!)
GeoTools is new for me, but from what I understand this is a Java (not
JavaScript) library (API) for advanced and somewhat low-level GIS
operations. There is no way to use this directly with OpenLayers, unless
you write much server-side Java code which you deploy on a web server.
You are probably looking for something like GeoServer,
http://geoserver.org. This is built upon GeoTools (among other libraries).
