Rules are evaluated time the map is redrawn, but the symbolizers that happen
not to depend on attributes (static ones) are evaluated once and cached in
the SLDStyleFactory.
Don't remember, off the top of my head, if the cache in the SLDStyleFactory
can
be cleared or not.
