GeoServer has code for this:
http://svn.codehaus.org/geoserver/trunk/src/wms/src/main/java/org/geoserver/wms/legendgraphic/
I don't think it will be able to run as-is without the GeoServer request
parsing infrastructure, but may be informative anyway.
