To xml request? You mean you're using a WFS data store?
Which version of WFS are you using? I don't believe matchCase was part of
the WFS/Filter 1.0 specification (might be wrong, did not check).

Btw, that GeoTools version is quite old, the 2.7.x series is about to end and
we're releasing 8.x (which would have been 2.8 in the old numbering scheme)
