That's because gt-epsg-hsql isn't a "necessary" dependency, ie. it is
not declared as a dependency by other GeoTools modules because it is
just one particular implementation of the referencing database. This
is also why that module resides in the "plugin" folder of the GeoTools
source tree (along with other epsg implementations) as opposed to the
core "library" folder.
